The impact of the truck levy on road transport

New cost structure from 1 July 2026

As of 1 July 2026, the Netherlands will introduce a truck levy. From that moment on, the owner of every truck over 3,500 kilos will pay an amount per kilometre driven. The level of this levy depends on the vehicle’s weight, CO₂ emissions, and Euro emission class. The cleaner and lighter the truck, the lower the charge.

 

Background of the measure

With the introduction of the truck levy, the government aims to encourage further sustainability within the transport sector. The measure follows European guidelines and is intended to contribute to cleaner and more efficient road transport. Part of the revenue will be invested in sustainable transport solutions and the expansion of charging infrastructure for electric vehicles.

 

What will change?

The truck levy will apply to all trucks from 3,500 kilos on Dutch motorways as well as certain provincial and municipal roads. In addition to the introduction of the distance-based charge, the Eurovignette will be abolished, and road tax will largely be replaced by the new system. For the registration of kilometres driven, a mandatory toll device will be installed in every truck.

According to industry organisation Transport and Logistics Netherlands, the additional costs for carriers may increase by an average of around 9.8%, depending on the type of vehicle and usage. Many carriers expect to pass on part of these costs, which may also lead to higher rates for parcel shipments, pallet transport and fulfilment services.

 

What does this mean for you?

It is likely that you will face adjusted transport rates from July 2026 onwards. At the same time, many logistics providers are investing in sustainability, for example through electric vehicles and alternative fuels such as HVO100 biodiesel.
